The new Order has an array of limits and byzantine occupancy rules for a wide swath of businesses in Texas. While bars are prohibited from opening, water parks must operate at 50% capacity. Youth camps and churches have no limits. Outdoor gatherings in excess of 100 people are prohibited under the order. The order comes on the heel of a number of previous orders from the Governor’s office in an attempt to throttle the rising cases while finding a path to reopening the state.
